Silent Mode

Adds some clarity to the Admin Dashboard UI when a request is in silent mode to make it more clear that emails are not being sent.

Ability to Re-submit a DSR

It is not possible to restart a request. This can be done by clicking the restart button on the Status tab of a given request.
